中國山西臨猗人。又名吉洛。1931年參加寧都起義，參加中國工農紅軍。1933年加入中國共產黨。歷任紅軍第五軍團衛生部部長、軍委衛生部副部長、後方衛生部部長。抗日戰爭時期，歷任新四軍第三旅政治委員，蘇中軍區副政治委員兼政治部主任。解放戰爭時期，歷任第七縱隊司令員兼政治委員，中共蘇中區黨委書記、蘇中軍區政委，第七兵團副政治委員兼政治部主任。中華人民共和國建立後，歷任駐德意志民主共和國大使，外交部副部長、部長。

1978年後，歷任全國人大常委會副委員長兼秘書長，國務院副總理兼秘書長，國務院機關黨組書記、國務委員，港澳辦公室主任，中共中央對外聯絡部部長等職。中共第十、十一屆中央委員，十二、十三屆中央顧問委員會常務委員。2000年2月10日卒於北京。。
