I believe he was the last to wield actual power through cloistered rule, wasn't he? -- Nik42

Even then, that's debatable - the Hōgen Rebellion showed that the military clans could dictate the course of imperial succession and politics, and even the insei mechanism no longer provided a measure of security or power. KukaiKoboDaishi (talk) 20:13, 5 July 2019 (UTC)[reply]

Removing disconnected section on kugyō[edit]

The section at the end on kugyō is not properly linked to the topic of the article. Moreover, its coverage is seriously incomplete and random (e.g., Taira no Kiyomori's appointment as daijō daijin is missing). But even if completed, this section does not properly belong here.
