I coined (or adopted) the term "paying to pollute" although I don't think carbon emissions are really pollution -- however, many powerful advocates regard carbon dioxide emissions as pollution, so who am I to argue with them? --Ed Poor

It depends on their context. For example, CO2 from biomass or green fuel is not a pollutant, since it's recycled carbon that was earlier in the atmosphere and absorbed by photosynthesis. CO2 from fossil fuels, on the other hand is a pollutant. -- Tarquin
