I'm thinking that the problem with users that use various false identities to vandalise the wiki could be solved by use of a cookie. Basically if a user was a persistant problem the sysadmin would send a cookie to their system during an edit in progress. The presence of that cookie would then tell the wiki to ignore any changes proposed to any articles, but to cache a copy of the new submittals and send that cached item back to the computer with the cookie.

This way changing IP addresses would not let a person get back into the system.

Granted, it wouldn't work with an internet cafe, but I think a lot of vandals are using their home computers for this.
