This person was added under swimming and attending Rockwell (I think) HS - can anyone verify that he is in fact Mormon?

He isn't.

I think that it would be much better to put this whole page under List of Latter-day Saints, and lose a lot of the entries on the way there. Only people who are actually LDS, and actually well-known should be listed.

The user misunderstood the purpose of this article. This article is only supposed to be a collection of well known people who are Mormon. Nick Garcia is a friend of mine who added himself to the list as a prank, simply to irritate me by messing with one of my Wikipedia entries.
I don't see why would should merge this with the LDS article and drop the non-LDS people listed in it, there's a reason this is a list of Mormons and not a list of LDS, because the list is relevant to members of Mormonism, not just specifically the LDS church.

This makes no sense. Why are there two separate lists? The List of Latter Day Saints and the List of Mormons should be merged.

I agree they should've been merged, however, I don't see why the List of Mormons was moved into the List of LAtter Day Saints. The List of Mormons was more complete, it seems most of thos on the List of Latter Day Saints were takne from the List of Mormons entry, rather than the sources cited. Oh well, it's what I get for being inactive for too long, thanks a lot.
