Wording that is unclear to me[edit]

The current text contains:

"The territory was functional under UN until 2002."

What is the intended meaning? Could it be:

"The territory was functionally under UN control until 2002."?Redav (talk) 01:43, 19 April 2022 (UTC)[reply]
