May 2017, separate agreement[edit]

The WP article affirms "A separate agreement established the terms of a long-term lease of land, facilities, and resources in Sevastopol and the Crimea by Russia.[citation needed] "

Posibly, it was the Partition Treaty on the Status and Conditions of the Black Sea Fleet, signed on May 28, 2017. But this is uncertain because the template:cn was added when the latter article just existed. The related description doesn't clarify if it is the thereaty to which the article is referred.
