This IP address is part of the range 195.92.0.0 - 195.92.255.255 owned by Cable & Wireless Worldwide. It is used to provide internet access for UK Government departments via one-to-many network address translation - and by bona fide editors, as well as by vandals, as evidenced below. See also 62.25.106.209.
