Let's talk about specific references:
TSG[1] has a copy of the Los Angeles County Sheriff's Departmnet Inmant Information Center record, which lists 4/29/1967.
Allmusic[2] says "Master P was born Percy Miller in 1974"
What says 1970?
Court records and related public documents are explicitly not allowable for BLP content, per WP:BLPPRIMARY. Allmusic is of variable reliability depending on several variables (WP:RSN discussions) but WP:RSMUSIC appears to reflect the most recent discussion accurately, that it's generally reliable for biographical prose. Allmusic says 1974 in the body of the article, but 1970 on the sidebar, so I'm skeptical of anything coming from them. I don't immediately see any other sources for 1974.
