I didn't want to redlink these but was aware of the derogatory use of the word for mixed race which I thought exclusively European-Indian. Chi-chi is slang for excessively cute, pretentious or twee. Chi-chi is British army slang for a mixed-race (half-caste) girl. Chi-chi is British army slang for excessive bureaucracy. See [1] (archived from link).
