I am concerned with the way the Sangguniang Kabataan article is being given more importance rather than the Katipunan ng Kabataan.

Writers seemed not to understand the basic provisions in the Local Government Code of 1991 which is the source law on the creation of the Katipunan ng Kabataan - as a nationwide government sponsored mainstream youth organization. The Sangguniang Kabataan is only a creation out of the existence of the Katipunan ng Kabataan. And because the Sangguniang Kabataan or SK is well-publisized rather than the KK, people tend to understand that it is only the SK that exist.

Added here, is the lack of articles on historical connection between the SK and KB or the Kabataang Barangay. My articles on Katipunan ng Kabataan and the Kabataang Barangay had been deleted. Researchers then would be content with article on Sangguniang Kabataan which very limited in scope.

Truthfully, the change of Katipunan ng Kabataan from Kabataang Barangay is purely political in nature. When President Aquino assumed the presidency, almost all Marcos-created things would be changed. Senator Pimentel, a staunch Aquino ally, who authored the Local Government Code, would likewise change the name of the organization from Kabataang Barangay to Katipunan ng Kabataan.

Thus, all last term elected KB officials would then become the transition SK officials, although the first election for KK officials was held only in 1992 - a year after the Local Governmetn Code of 1991 took effect. The last KB election was held before the 1986 EDSA Revolution. Since KB election were not mandatorily simultaneous unlike the present election for SK officials of the KK, it happened that in some parts of Manila and elsewhere in the Philippines, election for KB officials took place even after the EDSA Revolution.

Next thing is, what most writers don't seem to understand is that, Sangguniang Kabataan is born out of the Katipunan ng Kabataan. Sangguniang Kabataan is supposed to refer to the elected officers of the Katipunan ng Kabataan. SK in short is set of officers not an organization. KK is the organization. SK is federated but KK is not. After every election, the youth seem to forget the existence of the KK because the members themselves become inactive. Who are left to do things are the SK officials, hence they become popular than the KK. KK members only rises when there is KK Assembly which is mandatory under the law. The SK officials are mandated to hold assembly on members of the Katipunan ng Kabataan to report to them what they have accomplished and where their budget have gone. After this assembly, except in some chapters, members forget everything.

Last thing is that Sangguniang Kabataan officials are federated at different levels. But on every level of each federation, only the Chairman, in the case of the Barangay chapter, or the president, in the case of cities and municipalities, represent their chapter in the next level federation. For instance, at the barangay level, all Chairmen of each barangay elect their federation president of their city or municipality. Next, their city (only component city) or municipal president represent the federation to elect their provincial president. At the national level, provincial presidents, president of HUCs and independent component cities elect the national federation president.

In all these federation elections, Katipunan ng Kabataan members have no involvement! That is why they become unknown personalities. The media only talks about the SK.

This is what I intend to correct!

Researchers and writers have limited information on the matter because even the Wikipedia is mislead by some writers on the topic. I'm trying write as much as I can to give the right information to those interested on subject because the Katipunan ng Kabataan I believe is unique only to the Philippine political system. It's an innovation in our system of governance where the youths have direct and active participation in governance at all levels whether in the legislatures or in the executive department.

This policy started during Marcos era in order to counter the massive recruitment by the Left on youths in the countryside.

SK UPDATES[edit]

The are some data reflected in the Wikipedia of SK that needs to be updated, for instance, the members of the Katipunan ng mga Kabataan is composed of 15-21 years of age and not 15-18, while the age qualification for SK officials ranges from 15-17 years old.

There is now pending in the Lower House, the Committee on Local Government, chaired by Congressman George Arnaiz two proposed House bills: the SK Reform BILL and the SK Abolition bill. The proponents of the Sk Reform bill wanted the retention of the SK at the barangays with more significant role in nation building. The age qualification for SK Officials raised from 18-24 years old. The rationale behind the increase of age qualification is to make the new SK generation legally responsible and matured enough to be reliable and responsive to the call of their respective duties.

On the other hand, the proponents for the SK abolition has the option to replace it with only one Youth Representative in the barangay and to be elected at large together with other regular members of the barangay kagawads. The same at the Municipal or City level where the Youth Representative shall be elected simultaneously with the regular members of the Sanggunian. There is no mechanism for the rule of succession, if a permanent or temporary vacancy may occur.

The SKNF headed by the incumbent President Louise Gabriel del Rosario is pushing hard for the Sk reform bill under the leadership of congressman, JV Ejercito,Party List Rep. Palatino, Akabayan Rep. Baggao, Congresswoman Maggie del Mar, Walden Bello and the fighting Congressman Roilo Golez. The fate of the SK organization will be tackled again on March 15,2012 where the LG technical working group will decide on the issue.

Move to Youth councils in the Philippines should be undone[edit]

User:Green Giant moved this page from Sangguniang Kabataan to Youth councils in the Philippines. "Sangguniang Barangay" is common in English-language sources and has the benefit of being official. It is similar to Bundestag. Therefore more fitting with WP:CommonName. However I cannot figure out how to undo the move. --Iloilo Wanderer (talk) 08:04, 14 May 2013 (UTC)[reply]

After looking into this, it seems that was the right move since this is an English part of Wikipedia and the name Sangguniang Kabataan is Tagalog.That-Vela-Fella (talk) 17:05, 17 May 2013 (UTC)[reply]
The test according to my reading of WP:Commonname is not where the word or phrase comes from but what do people speaking English use. Nobody I know calls them "youth councils". They are most common "SK" or "SK Council". I believe that "Sangguniang Kabataan" is how they are listed on the ballot. See for instance SK Chairman. My reading of the Wikipedia policy requires us to use the most commonly used name in an English language source and that is "Sangguniang Kabataan" or "SK" --Iloilo Wanderer (talk) 20:59, 17 May 2013 (UTC)[reply]

SK's are independent of each other and therefore have no single leader.[edit]

Each SK is independently elected and operate independently of each other. As is the practice in the Philippines, they are brought together for form a variety of federations, including a national federation, but the chairman of the national federation has no say (or little say) over what happens in the tens of thousands of SKs across this large country. User:112.202.18.113 is consistently changing this page to add in the Federation's leader as the leader of Sangguniang Kabataan. In my mind this is not correct. See above. Merged SK Chairman article into this one[edit]

I merged the SK Chairman article into this one. That former was very short and had little information. Further there is little practical difference between the actions of the two.
