Notability standard for "Notable Residents"[edit]

With the recent edit adding Austin Dunlap to the Notable Residents list, I was wondering what we think the standard should be for putting people on this list. Austin is a "notable" teen in our county who has been fighting cancer for several years (see http://www.alexslemonade.org/hero/austin-dunlap or Google him). It looks like he has some newspaper coverage. So among teens, he is notable at the present time, though I'm not sure this qualifies for the long-term notability we should probably base these decisions on, such as for the subject of an article (see Wikipedia:Notability (people)). So I'd say I'm leaning against including him here, but there is something tweaking me about the possibility of leaving him on the list. The general rule across wikipedia is if the person has a wikipedia article, then they are notable enough for inclusion. See WP:NOTABILITY. In this case, Alexandra Scott is notable, but Austin is not. If his battle with cancer got national attention beyond most kids with cancer, maybe. But the general rule is create the article first, then add it to the list.
