Classification of language[edit]

How good are any of you Wikipedians at classifying the languages that use the Latin alphabet into 2 categories; those that recognize the ph spelling of Greek-based words with the f sound and those that don't?? (This question was brought to my attention when I saw someone edit NATO phonetic alphabet and Alfa.)
