Fair use rationale for File:Elmer Robinson.jpg[edit]

File:Elmer Robinson.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. We need sources[edit]

This man was mayor of San Francisco for 8 years. I really am 100% sure we can find lots of sources on him, yet no one has. I am about to try and see what I can find.John Pack Lambert (talk) 13:39, 27 July 2022 (UTC)[reply]
