The President, A. P. J. Abdul Kalam, tonight approved the Union Cabinet's decision recommending President's rule in Goa setting aside the controversial trust vote won by the Pratapsingh Raoji Rane-led Congress government.

The House voted 17-16 in the Congress government's favour, with Speaker Francisco Sardinha casting his vote after there was a tie. United Goans Democratic Party legislator Mathany Saldhana was restrained from voting by the speaker by passing an ad-interim order.

Union Home Minister Shivraj Patil and the government, unhappy with the controversy, took suo motu action without waiting for governor's report. President's rule is Central rule under Article 356 of the Indian Constitution.
